1.SE Role and Responsibility SE角色和职责

1.1 Role角色

The SE serves in the role of TR Technical Lead as part of TR process execution.

SE在TR过程中承担技术指导者的角色。

Activities performed by the SE part of each TR event include:

Provides technical input and guidance to assist the PQA in TR report production.  提供技术输入和指导来帮助PQA完成TR报告。

Leads technical discussions conducted as part of TR sessions, and in follow-up risk mitigation planning and issue resolution.  负责完成TR前期技术讨论以及后续的风险规避计划和问题解决

1.Assist PQA in ensuring access to deliverables and WPDs linked to items in TR checklists. 配合PQA检查与TR要素表条目关联的交付件和工作产品是否就绪。

2.Assist PQA In performing TR checklist assessment (self-check). 配合PQA进行TR要素表评估(自检)。

3.Prepare TR meeting slide(for TR1-TR3). 准备会议胶片(针对TR1-TR3)。

4.Provide technical input and guidance to the PQA as needed to develop the draft TR report and action plan(for TR3-TR6). 在PQA在完成TR报告和改进计划初稿时,如果有需要的话,SE须提供技术支持(针对TR3-TR6)。

2 PQA Role and Responsibility PQA角色和职责

2.1Role角色

As TR Process Lead, the PQA (Product Quality Assurance) member of the PDT is the owner of the TR event and related activities and deliverables:

作为过程指导者,PQA对TR过程和相关活动及交付件负责:

PDT TR Process management and execution, 负责PDT TR过程管理和执行

Organize TR checklist assessment (self-check) 组织进行TR要素表评估(自检)

·TR Report preparation, revision, and finalization, 负责TR报告准备、修改和终稿

·TR Meeting organization, attendance, conduct, and follow-up负责TR会议组织、邀请、过程引导和后续事务跟踪

The PQA also conducts TR checklist tailoring, and performs TR Process lessons learned documentation, communication, and application in TR Process Improvement.

PQA同时引导TR要素表裁减,以及对TR总结、沟通和过程改进等活动。

2.2Responsibility 职责

1.Assemble items for and prepare IPD-TR checklist at beginning of TR. 在TR开始时收集整理数据来准备IPD-TR要素表。

2.Organize meeting, draft agenda, select and invite experts and other attendees. 组织会议、拟制日程、选择并邀请专家和其它与会人员。

3.Conduct TR checklist evaluation of product readiness for the TR; identify gaps and inconsistencies in work products and deliverables linked to checklist items for each checklist. 根据TR要素表评估产品的TR准备度,找出工作产品和交付件的差距和不符合项。

4.Prepare draft of TR report including action plan as process expert(for TR3-TR6). 作为过程专家完成评审报告(含改进计划)初稿(针对TR3-TR6)。

5.Conduct discussions with Experts and stakeholders to with SE assistance, as appropriate, to address checklist issues, and ensure stakeholders are prepared for the TR. 引导专家和利益相关人就要素表发现的问题和不同观点进行会前沟通(必要时,SE予以支持),并确保利益相关人已经完成TR准备工作。

6.Plan & facilitate TR meeting; introduce agenda安排和引导TR会议,介绍会议议程。

7.Manage the conduct of agenda topics and discussions; establish and insurance of compliance with meeting rules and time contracts. 管理会议议程和讨论;根据会议要求和时间安排确保会议进程按计划完成。

8.Log issues and manage issue assignment, resolution, status, and communication; record recommendations, etc. 标识问题并管理问题的分解、决策、状态和沟通过程;记录会议建议。

9.Prepare and distribute meeting minutes. 准备和分发会议纪要等材料

10. Revise and distribute TR report including action plan based on TR meeting results. 基于TR会议结果优化和发布TR报告。

11.Schedule PDT L review of TR report results and alternatives & action督促PDT经理审阅TR报告结果、决策和改进计划。

12.Prepare for and conduct meetings and activities to address issues and planning required as a follow-up to TR session. 准备及推动相关会议和活动来进一步定位问题和计划后续工作。

13.Participate in TR checklist updates, as appropriate必要时参与TR要素表更新

14.Perform TR Lessons Learned management and communication. 组织TR经验总结和沟通。

3 LPDT Role and Responsibility LPDT角色和职责

3.1

Role角色

A Stakeholder in the TR, the LPDT uses information provided in the TR report to make decisions regarding project progress and direction.  Based on the outcome of the TR, the LPDT will make a determination of how to proceed:

作为TR的利益相关人,LPDT根据项目进度和方向,利用TR报告中提供的信息来进行决策。基于TR的输出,LPDT做如下决策:

1. Go _ _TR completed, proceed with project 继续-TR已经完成,可以继续项目后续活动

2. Go with Risk _ _ TR completed, develop and authorize contingency play (in TR4-TR6, assess business impact, and engage IPMT if project contract impacted by risk or mitigation plan implementation); proceed with project and execute contingency plan. 带着风险继续TR已经完成,但需要明确改进活动并指派责任人(对于TR4-TR6,需要衡量业务冲击,如果项目合同受到风险或规避措施的影响则要通知IPMT);继续项目进行并实施改进计划。

3. Redirect _ _ Develop action plan; In TR4-TR6, draft and present PCR for IPMT consideration, if appropriate.  重定向确立改进计划;对于TR4-TR6,需要的话拟制并提交PCR给IPMT

In TR4-TR6,the LPDT will performer business impact analysis as part of drafting any Pars which might be required.  The LPDT would also support PCRs processing by the IPMT, and guide implementation of IPMT decisions and recommendations regarding project redirection.

对于TR4-TR6,如果需要的话,LPDT会完成PCR中的业务影响分析部分,并对IPMT处理PCR提供支持,帮助IPMT作出决策和建议。

Execute action plan and implement project revisions.

执行改进计划并促进项目改进。

The LPDT can, but is not required to attend the TR session.  The LPDT would typically attend sessions early in the program (TR 1, 2, 3) for the purpose of listening to and at times participating in discussions conducted by the SE, core, and extended team members.  The LPDT is not a core member of the TR Meeting group, and does not perform an executive or managerial role in the meeting process.

TR Meeting Conduct TR评审会议

1.The LPDT attends the TR session at his/her option for the purpose of gathering information, and casual participation in discussions held between the SE, PQA, core, and extended team participants. LPDT可根据个人意愿参加TR会议以了解相关情况,并偶尔参加TR会议讨论。

2.The LPDT reviews the TR report and makes Go, Go with risk or Redirect decisions regarding how to proceed with the project. LPDT评审TR报告并根据项目进行情况给出Go、Go with risk、Redirect的决策。

3.The LPDT assists in developing and implementing project level changes in direction. LPDT帮助确立和实施项目专项工作。

4.The LPDT authorizes release of the TR report, including the action plan, to stakeholders outside the PDT. LPDT授权发布TR报告(含改进计划)给各PDT以外的利益相关人

4 PDT core members Role and Responsibility PDT核心组成员的角色和职责

4.1Role 角色

PDT core team members serve as TR Review Functional Leads and represent the perspective and accountabilities of their specific functional groups as appropriate during TR process execution.

PDT核心组成员作为TR评审功能领域代表,在TR过程中就其所代表的功能领域提出意愿并承担责任。

Core team members assist the PQA in scheduling the attendance of specific functional experts at TR sessions as required to present deliverables, and address detailed technical issues.

在TR过程中,如果需要的话,核心组成员帮助PQA落实特定的功能领域专家参加评审,提供合适的交付件并帮助定位详细技术问题。

The Core team is responsible for signoff on domain specific checklist items, and for expediting issue resolution within their area of operation.

4.2Responsibility 职责

1.If necessary, assist the PQA in performing TR checklist assessment (self-check). 必要的话,协助PQA进行TR要素表评估(自检)。

2. Review TR meeting input document(e.g. TR meeting Slide, Draft TR report )before meeting,and submit the different opinions to the review meeting for discussion.会议前评审TR会议材料(譬如:TR会议胶片,TR评审报告初稿),提交不同意见以备会议讨论

5 TR Expert Role and Responsibility 评审专家的角色和职责

5.1Role 角色

As Subject Matter Experts, TR experts (including PDT extended team members) participate in TR sessions as required to provide personal technical expertise and address technical issues.

作为专业领域专家,评审专家(包括PDT外围组成员)在有需要的情况下参与TR活动来提供个人的技术经验支持,帮助定位技术问题。

5.2Responsibility 职责

TR Preparation TR会前准备

1.Assist the PQA in performing TR checklist assessment (self-check). 协助PQA进行要素表评估(自检)。

2.Assist the PQA as necessary in preparing and reviewing TR report or/and TR meeting slides before meeting. 需要的话,协助PQA在TR会议前审阅TR报告初稿或/和TR会议胶片并给出建议。

3.At the request of the PQA, attend the review meeting and submit the different opinions for discussion base on his subject matter expertise. 接受PQA的邀请,参与评审会议并根据其所在专业领域的实践经验来发表不同意见

4.Perform follow-up activities within area of project operation and subject matter expertise, as requested under direction of PDT Core team and Functional Leads.如果有需要的话,在PDT核心组和核心组功能领域代表的领导下,在专业领域的项目操作活动中执行TR后续活动。

6 IPMT Role and Responsibility IPMT的职责

6.1Role角色

The IPMT is a TR Support Group, which participates in Concept and Plan DCPs (TR 1, 2, 3 related), and in processing PCRs resulting from TR process execution (TR 4-TR6).  The IPMT becomes involved in the TR4-TR6 process only when issues impacting the project contract between the IPMT and the PDT must be resolved.  This includes participating in making TR related project change decisions, and helping to resolve TR Team disagreements, where which have the potential of impacting their business investment in PDT outcomes.
